NHL rules that Lowe did not tamper
From Dan Wood of the Orange County Register:
The NHL made no official announcement, but the league ruled last week that the Edmonton Oilers and former general manager Kevin Lowe were not guilty of a tampering charge levied by the Ducks.

It would have been extremely surprising if Lowe had been found guilty of tampering.
